Will County Finance Committee Meeting | November 2025

The Will County Finance Committee reached an impasse over the 2025 tax levy during a heated meeting on Tuesday, prompting the postponement of all votes on the county’s 2026 budget. A faction of the board is pushing for a 0% levy increase, which opponents argue would underfund key obligations like Tort Immunity and Workers’ Compensation by $3 million. In more positive news, the committee received a presentation showing the county saved over $5.7 million through a recent bond refinancing. A separate report showed that most county sales tax revenues are meeting projections for the fiscal year.

Delinquent Tax Properties Authorized for Sale
The committee authorized the County Executive to execute documents for the Delinquent Tax Program, a routine process to handle properties with unpaid taxes. The October resolution list included three properties, one in the Village of Crete and two others that were either redeemed or had defaulted payment plans. The program allows the county, as trustee, to sell its interest in the properties to return them to the tax rolls.

Health Department Loan Repayment Grant Appropriated
An appropriation of $5,810 was approved for the Will County Health Department. The funds originate from an Illinois Department of Public Health grant for a student loan repayment program for a licensed practitioner at the community health center. According to the resolution, the county acts as the fiduciary agent, passing the state funds to the practitioner in return for their full-time service.

Health Department Director Thanks Board
During public comment, Elizabeth Bilotta from the Will County Health Department thanked the committee for its consideration during recent budget hearings. Bilotta said she and her staff appreciated the opportunity to present the impact of their programs on the community. “It is our honor to serve this entire county,” she said, highlighting the passion and dedication of her department.
